PUBLIC ADMINISTRATION INDUSTRY

One Source of Truth for Every Microsecond Your Administration Depends On.

PreciseSync GPS NTP Time Server keeps e-governance portals, police control rooms, smart city networks and government data centres synchronised to UTC, so a transaction filed in one department carries the exact same timestamp as the record stored in every other.

THE HIDDEN BACKBONE OF DIGITAL GOVERNANCE

When department clocks disagree, accountability becomes impossible.

A modern government office is no longer a single building with a single server room. It is a tightly coupled mesh of biometric attendance gateways, CCTV recorders, e-office file servers, tendering portals, citizen service kiosks, and a state data centre backbone that connects them all. Every one of those systems stamps its own events with its own internal clock.

Without a disciplined time reference, those clocks drift apart quietly. An employee badges in at 10:14:03 on the access control log. The biometric attendance server records the same event at 10:14:47. The CCTV DVR at the entrance logs it differently again. When a vigilance inquiry, an RTI response or an audit needs to reconstruct the sequence of events, the IT team and the administrative officers spend days reconciling three contradictory versions of the same moment, instead of answering the question.

SERTEL designed the PreciseSync SMC-300 family to remove that ambiguity. A satellite-locked Stratum 1 reference, available in rack-mount and DIN Rail form factors, feeds every protocol your network already runs, including NTP, IRIG-B and 1PPS, from a single compact appliance. Plug in the antenna, assign an IP address, and every connected system is locked to UTC within minutes.

The problem

Four time-related failures that quietly undermine public administration.

These are the failure patterns that surface most often during IT audits, commissioning visits and software rollouts at government offices, municipal control centres and state data centres across India.

Audit trails that tell three different stories

When file servers, biometric devices and CCTV recorders each rely on a free-running internal clock, audit reports, vigilance inquiries and RTI responses become difficult to defend. Investigators spend more time reconciling timestamps than investigating the actual incident.

Legacy panels and modern IP systems running in parallel

Older access control units and analogue clock systems still expect serial time codes or IRIG-B signals. Newer IP cameras, video management servers and NIC-connected workstations expect NTP. Many government buildings end up running two separate time systems, maintaining both, and trusting neither fully.

Legal timestamps on e-filings and digital signatures

e-Court filings, e-tendering submissions, digital stamp papers and time-bound citizen services carry a legally defensible timestamp. A server clock that has drifted by even a few seconds can weaken the evidentiary value of a document or invalidate a submission window entirely under the IT Act.

Government networks that cannot reach public NTP pools

NIC and MeitY network guidelines frequently restrict departmental LANs from synchronising against internet-based NTP servers for security reasons. That leaves a large number of government offices with no reliable, auditable time source unless an on-premises Stratum 1 appliance is installed.

The Sertel solution

PreciseSync SMC-300: every protocol your department needs, in one compact unit.

The PreciseSync SMC-300 family is engineered for the mixed technology environment common across Indian government offices and smart city infrastructure. Three form factors cover every installation type, from a 1U rack server in a secretariat data centre to a DIN Rail-mounted unit inside a field panel. Each variant supports NavIC-IRNSS, India's own satellite navigation constellation, making it the first choice for government and defence-adjacent applications.

Multi-GNSS receiver with NavIC-IRNSS support

184-channel parallel tracking across GPS, GLONASS, Galileo, BeiDou and NavIC-IRNSS, with a surge-protected IP67-rated rooftop antenna. NavIC-IRNSS support makes the PreciseSync family uniquely suitable for government procurement specifications that mandate Indian satellite system compatibility.

Stratum 1 NTP / SNTP server

Serves thousands of NTP clients per second with sub-millisecond LAN accuracy, enough to synchronise e-office application servers, biometric gateways, CCTV DVRs and citizen service kiosks across a multi-building government campus from a single appliance.

IRIG-B AM and TTL outputs

Drives legacy access control panels, analogue master clock systems and serial-interfaced recorders that are still common in government buildings built before NTP became the default, so existing infrastructure does not have to be replaced on day one.

Full system redundancy (SMC-300-R)

The R variant incorporates redundant GPS receivers, master clocks, comparator units and dual power supplies. A single component failure, including a complete GPS outage, does not interrupt time distribution to connected systems, making it the right choice for secretariats, state data centres and mission-critical control rooms.

DIN Rail mounting (SMC-300-D)

The D variant delivers Stratum 1 GPS time synchronisation in a compact DIN Rail form factor, ideal for panel-mounted installations inside government field offices, municipal control panels and district administration buildings where rack space is not available.

On-premises Stratum 1, auditable and secure

SNMPv3, user-defined Access Control Lists, HTTPS/SSL web management and syslog output give the IT security team everything needed to document the time source during a compliance review or IS audit, without any dependency on the public internet.

A single, auditable time domain for OT and IT.

  • •Consistent timestamps across e-governance portals, biometric attendance, CCTV and citizen service applications.
  • •On-premises Stratum 1 reference with no dependency on public NTP pools or external internet access.
  • •NavIC-IRNSS support aligns with Indian government satellite navigation policies and procurement criteria.
  • •Hot-standby redundancy for N+1 availability across state data centres and critical command rooms.
  • •SNMPv3 traps, syslog entries and browser-based dashboard alerts on every health event for IS audit readiness.

Applications

Deployed across every layer of public administration.

State and national data centres

Synchronises application servers, databases, SAN and network infrastructure to UTC, so transaction logs reconcile across departments and between tiers of government without manual correction.

e-Courts and judicial filing systems

Provides a legally defensible, satellite-traceable timestamp for e-filings, digital signatures, case management records and court-ordered video conference sessions.

Smart city command and control centres

Aligns CCTV, traffic management systems, public Wi-Fi controllers, utility SCADA and emergency dispatch feeds so an incident timeline across agencies reconstructs cleanly from a single time reference.

Municipal and civic administration offices

Keeps biometric attendance systems, access control logs, property tax servers and public grievance portals operating on a common time base, making internal audits and interdepartmental reconciliation straightforward.

Police control rooms and surveillance networks

Synchronises DVRs, NVRs, body camera docking stations and dispatch logs, so evidentiary footage and call records carry a consistent, court-admissible timestamp.

Tendering portals and e-procurement systems

Delivers a precise, auditable server timestamp for bid submission windows, digital stamp papers and e-auction events, reducing the risk of disputed submissions or timestamp-based legal challenges.

From our commissioning logs

What we learned deploying PreciseSync at a state government data centre.

During a commissioning audit at a state secretariat data centre, the IT team identified four different timestamps for the same employee access event across the access control server, the HR attendance application, the CCTV management system and the firewall syslog. The spread across the four records was over ninety seconds.

We installed a single PreciseSync-SMC-300-R as the Stratum 1 grandmaster on the data centre LAN, distributed NTP to all application servers and biometric gateways, and used IRIG-B outputs to feed the older access control panels. Within two hours, every device on the campus network was locked to within one hundred nanoseconds of UTC.

The IS audit that followed six weeks later, which had previously taken the IT team several working days to prepare across departments, was completed in a single session. The audit report cited a single, satellite-traceable time source for all system events. That is the value of disciplined time: records that agree with each other and a department that can demonstrate exactly what happened, and when.
